Abstract
The modern education system is undergoing a phase of rapid digitalization, with a particular focus on the introduction of artificial intelligence (AI) technologies. The scientific novelty of the research lies in the conceptualization of generative AI (GIA) not simply as a technical means of automation, but as a pedagogical mediator that transforms the structure of educational material from static to dynamic and adaptive. The paper presents a comparative matrix of regional strategies (Europe, USA, China, CIS), justifying the specifics of technology integration into the educational space of Kazakhstan through the priority of developing AI competencies of teachers. The scientific novelty of the research lies in the conceptualization of generative AI not simply as a technical means of automation, but as a pedagogical mediator that transforms educational content from static to dynamic. For the first time, the functional categorization of AI tools based on pedagogical tasks rather than technical algorithms has been theoretically substantiated and practically implemented. This has made it possible to bridge the gap between the theoretical understanding of AI's potential and the actual practice of higher education teachers through the development of an online guide. The practical significance of the study lies in the development and testing of an interactive online guide to AI tools based on an original functional categorization (six key areas), which contributes to the formation of a digital pedagogical culture and improves the quality of education.
